I honestly admit I thought the same thing... but I'm fairly sure they meant Mend.  If that's the case, does that lower the hard recast of 90 seconds?  Otherwise, the red adorn is just useless, since it reduces by 45 seconds.  </p><p>Of course, the other option is I believe Wardens(?) have an ability called Tranquility...</p>

<p>If the base is now 120s then the hard cut off is now 60s, so 45s still applies, but would begin to be marginalized with other reuse bonuses.</p>
