Cannot trade in old BG tokens for the new ones

<p style="font-family: verdana, arial, helvetica, sans-serif;"><strong>BATTLEGROUNDS</strong></p><ul><li>A NEW Battleground token is available. <ul><li>Purchase your new token using the older Battleground tokens at the Sisters of War in each city.</li></ul></li></ul><p><span style="color: #ffffff;">I checked on all 4 of the Sisters of War merchants, and cannot find any way to exchange the old BG tokens for the new ones, although I do see the new tokens required to buy gear.  </span></p><p><span style="color: #ffffff;">I also tried buying a piece of gear directly with the old tokens in my bags and get the message "You need xx [Battleground Token]to purchase [xx]" in the chat window.</span></p><p><span style="color: #ffffff;">Is there supposed to be another exchange merchant specifically for this?  Has anyone else checked this out and can comment if they were successful?</span></p>

<p>Like Culsu I have checked with 4 different characters, level 1, 34, 89, 90, and still no token exchange.  What merchant is supposed to be selling these?</p>
