Not sure myself, but it's almost Combine Empire in size for the one that is inactive.

The Quellious diety line requires you to travel to that 2nd ring to meditate and find a peaceful presence. That druid ring is pretty much in ruins because it's now located up top a mesa that is located far out of the way of normal traveling paths and is hard to reach.

You think traveling caravans who use the druid rings to teleport enjoy carrying tons of goods on a horse drawn wagon down a climb wall? It's far out of the way and hard to access. Get it?

Wasn't the Kelethin ring in EQ1 fallen down / non-functional? It's possible that the ancient rings (the broken ones in gfay) were those old rings and got thrust up when Norrath got shattered. The other rings could have been built to replace the ancient ones.

There is a Kelethin quest that deals with the 2nd, non-functional, ring, but I forget the details. There is, though, some lore in that quest. (Been a LONG time since I did it, though)

However, even from a player's point, you still have to travel relatively far away from the city to reach it. It might not be hard to access, but it's still a bit of a walk from the city, so the player should be able to see why the closer one is used instead.

How do I find this druid ring in RL?

I went out to Office Depot and poked on one of their globes but it didn't transport me to Gfay.

i remember there being a quest as well, but i dont remember it shedding much light on lore of it.

I always thought of the defunct one as the ring from eq1 that didnt work. And the new one was introduced sometime between eq1 and eq2, maybe a first attempt at rebuilding before the gods withdrew there power? r maybe right after they came back?
