I am currently in the process of going from windows xp 32bit to windows7 64 bit. My question is which files should I back up from my old system that can be re-used on my new system? I want to limit what I have to download from the servers.

Save the Paks file and Music file.

Ideally if you have a way to do so save it all but those are the two main files to save.

You can save the whole EQ2 folder really, if you want to keep all your screenshots and uisettings. Running the patcher the first time in win7 should update anything it needs to for the game to run properly (that's the benefit of their patcher being self-installing).

The only thing I recommend is to put your EQ2 install on your new version of windows in someplace like C:/EverQuest II rather than program files or ProgramData. It'll save you a bit of headache.

Meaning those not windows-savy will have headache finding things and copying their data. Even the default folder of ProgramData can be problematic for some updaters (IIRC the EQ2MAP updater doesn't look there, for example).

I have all my games in their own folder on a separate partition (on a different HDD than windows). Once you get used to using a specific place for all your games, it's easy to find and put things there.
