Emote voice doesn't work but combat voice does

<p>I'm not entirely sure why, but my combat voices work on all my characters but my emote voice is dead silent. I have checked everything in the launcher that has to do with enabling voices and run a full scan, but there's still nothing.</p><p>Any ideas?</p>
