Need help starting FP to Qeynos betrayal

<p>I have a Sarnak that I want to move to Halas. I've changed his citizenship from Gorowyn to FP, and set up a house there. He is lvl 15 as of this writing and about to pop 16. Whenever I try speaking with Izzay at the inn in WFP he'll respond vocally but not initiate the betrayal questline. Is he still the initiator for the questline? Is there now a minimum lvl requirement that perhaps I don't yet meet? Thanks.</p>
