Halas, where is quest update for PoD reward merchants?

<p>I have been running around with my map open looking for the flashing icon to find the PoD's quest to update the "reward merchants" part of the pvp intro.</p><p>I haven't found them at the dock, the main city proper, or the housing section.</p><p>I don't want to have to go all the way to Qeynos or Kelethin to finish what should be in place here from the start.</p>

<p>At least I just got a magic door installed, having to deposit it with main since no status to buy it, and no way to get that status quickly (or cheaply) anymore, so I can get to Qeynos to update the quest.</p>
