Halas Good-Only housing?

<p>Last night there was talk in guild voice about how it's possible to have a good only character (Let's use my class, a Paladin for this example) live in Gorowyn.  I did my research into it, and there is absolutely no way to become a citizen of Gorowyn without having first been a citizen of Freeport, regardless of whether or not you have good enough faction with them.</p><p>I'm guessing Halas has this same lockout?</p>
