Accuracy vs. weapon skill and the value of physical mitigation debuff

<p>If I'm below the cap on weapon skill should I focus mostly on reaching the cap before I worry about accuracy adornments/gear or does accuracy provide more benefit than increasing weapon skill? I've noticed my hit rates vs. level 94+ mobs are somewhat disappointing and would like to know the best stat to improve them.</p><p>Also, how valuable is the mitigation to physical damage proc from the 5 piece shard armor set? Right now I've been wearing mostly T2 and am starting to find legendary pieces from the new expansion that are obvious upgrades to the T2 but I would have to break up my set and lose the set bonuses to wear them. Just wondering if there's some way to quantify the relative value of all the various mitigation debuffs other than to run lots of parses with and without?</p>
