A strange little spot near New Halas

<p>There's a similar little spot near the New Halas docks that takes you to the Icy Keep: Retribution raid zone. Goblins have established a portal to the keep.</p>

<p>It's most likely a spot for a future raid zone / instance they just haven't added yet.</p>

<p>That is the entrance to Icy Keep raid zone and it is active on test/test_copy</p>
