I'm kind of curious as to what the spell does exactly, does it allow you to have a permanent pet(until you zone) without having to worry about recharming over and over?

Remember that whatever the "class" or "type" of monster you possess gains those specific skills. For instance, I really enjoy possessing priest-type monsters because then I can stick coercive healing on them to help them out while they tank.

Why use Dictate (http://eq2.zam.com/db/ability.html?eq2ability=3849) at lvl 74, when this is unbreakable at 65?

PE pets do normalized damage, so no matter what you Possess, it's going to melee for roughly 1400-1800 per hit at level 90 (more in a group with buffs -- I've seen 2400-2800 there), and if it's a caster it may nuke for as high as 4000, but that's pretty rare for it to go that high. PE pets also get a lot of hit points and as a result are more or less tank pets. Bard mobs will do a group buff for you also, which can be nice.

Charmed pets do damage based on the selection of CA's or spells they have available. They have as many hp as a regular no-arrow mob of their level (25,000-30,000 at level 90. It's really not as much as it sounds like, though -- I can kill that in about 5 seconds without a pet, and some pets will 1-shot that. . . . ). Different pets have different scripts, though, so if you charm 2 wizard mobs, 1 may rule while the other sucks. Priest mobs generally tend to nuke decent, melee decent and heal themselves if their health goes orange and are pretty prized, but certain wizard or warlock mobs tend to be the highest dps. Charmed pets are generally considered to be dps pets, not tanks, since the charm has a chance to break when the pet receives damage. As a result, mages set to ranged attack are generally most sought after here, especially if you're wanting to go after non-cc-immune ^^^ mobs.

For generic soloing, I'll generally charm a tank. For high dps soloing, I'll charm a wizard. In a group I'll possess a scout. It really doesn't do any more damage than possessing anything else, but they tend to dual wield and look cool doing it And if I can find a bard to possess, then hey! Free Buffs! I don't actually tend to do anything with priest mobs other than kill them anymore. In lower to mid levels priests rocked, but in upper... I can generally find something better.
