Hail Storm - nerfed?

<p>Prior to SF Hail Storm was a very reliable cast for me without any measurable resist problems.</p><p>Since the SF release I am sometimes getting the message "Would not take effect" when I cast Hail Storm - it seems to happen more often than a successful cast does.</p><p>When I looked at the spell description I did not see any indication that there should be a problem like this with Hail Storm and the release notes don't contain any indication that there should be such a problem.</p><p>The strangest thing is that it seems that I will get both the fail and successful casts with the same mob.  Also, it does seem that it will be successful on some epic mobs but not on others.</p><p>Has anyone else seen this or have any idea what is happening?</p><p>Thanks</p>

<p>Stacking issues most likely, I bet you had a higher level wizard in the group/raid.</p><p>This is annoying, the stun portion of the ice comet blocks lower level ice comet, same goes for flames of velious and I'm willing to bet it also happens with storming tempest.</p>
