Half Elves not allowed to live in Neriak?

<p>I haven't established citizenship in any other city.</p><p>My starting location was Darklight Wood.</p><p>When I talk to Clerk V'Nox (citizen registrar) he says he can't help me with anything.</p><p>Why can't I start the quests for citizenship?</p>

<p>If you chose Darklight Woods as your starting city then you are automatically a citizen of Neriak, shouldn't have to do quests.</p>

<p>If you started in Darklight then you're already a citizen of Neriak, as such the Citizenship Registrar has nothing for you.</p>
