I can't believe I never noticed this before but chi reduces the recast time of all spells/abilities by 50% (as it's supposed to) except for CHI itself, which it reduces by only 33.33%. Was there any ever reasoning given as to why this would be?

There's a very distinct difference between improving reuse speed by 50% and reducing reuse timers by 50%.

Chi improves reuse speed by 50%, which is not the same thing as cutting the recast timer in half.

Normally, everyone's reuse timers refresh at full speed. Adding 50% more speed to that would put us at 150% of the speed at which we were previously, which is effectively cutting 1/3 off of all of our reuse timers. (A bit more than 1/3 if you have Ambidexterity and/or Ykeshan Spellbear.)

Chi normally has a recast of 10 minutes, which is 600 seconds. It improves reuse speed by 50%, and I also have 12% from Ambidexterity and 3% for the Ykeshan Spellbear Whistle, for a total of 65% reuse speed.

100% (normal reuse speed) / 165% (reuse speed counting bonuses) = 60.60%, which should be the amount of time my CA's are refreshing at, relative to their base reuse, making a 39.4% reduction.

600 seconds * 60.60% = 363.63 seconds (or 6 minutes and 3.63 seconds, rounded to 6 min and 4 seconds) should be Chi's true recast, which matches what the game displays as the recast.

All of my other CA's are operating at 60.60% of their base reuse as well, for a total of 39.4% reuse reduction (for example, Gut Punch is at 36.3 seconds, Pummel is at 6.1 seconds, etc)

In order to cut the recast of an ability in half, you would have to double the speed at which your abilities refresh, so you would need +100% reuse speed.
