Since the Dark Elves weren't technically created by Innoruuk, they still wouldn't be related even if he had created the Iksar.

According to Teir'dal theology, the reason that Innoruuk "created" them was because he was left out of the creation bandwagon by the other gods. The intro to The History of the Teir'Dal mentions this.

Luggalds in EQ1. Umm...Ydal in EQ2. Though, I've got issues and reservations with even saying that.

Interesting.

It might even be true as the only references I could find of Cazic's creation of the Iksars are from Iksar texts. Considering how sectarian the Iksars were (in EQ1, all Iksar players had to worship Cazic), I wouldn't be surprised if they erased all references to other gods from their books.

I don't think there's any records of Iksar's history prior to their enslavement by the Shissars, so who knows what their true creation story is.

They've known this by having him tell them directly from time to time in the past.

The Sarnak raical book, The Unclaimed Eye also mentions how Cazic-Thule created the Iksar.
