It's referring to the Master rank of the Charm spell.

Higher levels of Charm spell: Charm I, II, III, etc... have increased potential duration and can be used on higher level mobs.

Higher ranks of Charm spell: Charm (Apprentice), (Journeyman), (Adept), etc... have a smaller chance to break early, and having higher rank might make the pet slightly stronger over a lower rank, though Im not sure on the latter.

You will want to put 5 AA into Enchance: Charm as soon as possible after level 10 anyway as that can make a big difference in how often your charm breaks at lower levels.
