Barroom Negotiation no longer working with double up

<p>Noticed that you cannot Double up Barroom Negotiation anymore.  Which makes us even more horrible at AE dps.  The skill is still on the list in double up so it should be working still.  Someone needs to look into this.</p>

<p>While your at it, make Barroom Negotiation 'triple-up' when using double-up - it still wouldn't do crap to Brigand's horrendous AE dps, but it would be a nice token "Here you go kid, now get off my lawn" type gesture..</p>
