<p>In one of the recent test updates related to GU53, "cannot be modified" was added to a few items, including bangle of the blood symphony, jewel of many colors, and spiked ravager band.  This modification wasn't announced in the update notes, making it a NINJA NERF!  Could someone please explain to me why the development team insists on making proc rate enhancements worthless in most cases?  It's better to have weaker, modifiable procs than this "cannot be modified" bs which has been plaguing the majority of gear in this update, avatar or otherwise.</p>

They don't understand that proc's can be a means of enhancing gear and taking away stats. Instead they have thrown proc's on everything on top of the already powerful blue stats instead of blue stats. So all they have done all expansion is make proc's worthless and take them out of any consideration on gear.
