NPC Level Buffer on TestCopy

<p>It's a lot harder to get the level 80 classes to properly test stuff without the level/aa buffer NPC around, it's also much harder to test different racials and all sorts of mechanics, people don't have the characters to copy for everything that could be tested. I'd like to see the NPC up all the time on the testcopy server ideally, what do others think?</p>
