if you are a mage , you can buy an unadorned ring from one of the merchants on LS docks.

Each mage class needs different numbers of air/fire/water/earth gems to adorn that ring...

Once full you can merge that adorned ring to your T3 Helm to buff it up a bit with extra stats and an effect.

just a side question, is the finished circlet still part of the T3 set? The link showed no set bonuses listed.

Yes, the finished product is counted as part of the T3 set.

Once you have the gems and combine them and the circlet with the T3 helm, you get one of hte items linked at the bottom. If you look on those pages, the actual finished items are listed in the T3 set so that you do not lose a set-bonus slot for upgrading to the T3 hat.

And it has always been the intention for all 24 classes to be able to get this T3 helm upgrade, but apparently the art department is holding this up? At least that's the last post by Rothgar I recall.

I'm not sure if they are still planning on that, I haven't seen anything about it for quite some time.

the circlet adorn dont add any stats, it only adds a damage proc. the illy circlet is like 335 damage every proc.
