Recruit a Friend question - multiple accounts

<p>can't seem to find a definitive answer on this one, so i thought i'd ask before potentially wasting my money.  i have two accounts that are inactive...if i reactivate one account, can i use the recruit-a-friend promotion to "resurrect" my second account and receive the xp bonus?  or does the raf only apply to brand spanking new accounts?</p>
