I think it is just bugged, I wouldn't be suprised as Inquisition uses mobs heal crits. In PVP it heals the enemy, it also happens to be curable by them. They seem to take some shortcuts when testing the Inquisitors new spells lol.

Since WoE is a x2 zone, it only works the last 2%, so basicly it is useless in raids and furthermore, it can be resisted!!

Yep. Only 2% and if you are not fighting Leviathan (and I bet even there nowadays), it is almost useless as a normal raid will do more damage then 2% in the 1.5s it takes Verdict to trigger. Same goes for heroic content and 10% unless you solo heroic mobs. And the resists are an additional nightmare. desending on your AA spec Verdict has two or even three chances for being resisted: 0. AA-[Removed for Content] version for applying to the mob 1. chance to resist while checking vs the HP value 2. chance to resist after the 1.5s are over. p.s. Oh there is a mob, where it is useful: If the gladiator in the new JW zone is buggy again and stuns you every 2s it helps to shorten the fight by quite some time.
