Same settings on both machines:

Both Windows Vista 64-bit

ATI Radeon 3400:

Intel Core 2 Duo 2.66 GHz

4 GB RAM

ATI Radeon 4890:

AMD Quad Core 2.3 GHz

4 GB RAM

Both at High Performance, the 4890 gets 21 FPS in TD, the 3400 gets 28 on average. Is this purely because of the CPU? Intel Core 2 Duo better than the AMD Quad Core?

What do I need to post to get better info out of the community?

Yes both 1680x1050.

So should I do a wholesale swap of the power supply and video card between the two?

It's the higher clock speed on the C2D computer that's giving you the better performance I believe. If you had all the particle effects and other visuals maxed out then the other computer might take the lead. At high performance the computer with the higher clock speed would win in most cases, though.
