Can we get a refresh timer on Perseverance?

It would also be nice if it triggered when under 30% health and not just when you cross the 30% barrier. If you are under 30% when it refreshes, it doesn't proc. It's probably intended, but still sucks. Oh, and after playing with the heal reactive buff for a while, I now miss my high regens more than ever. The proc works great on masses of weak enemies... the kind of enemies that berserkers kill in a few seconds anyway. On singles, it's not much of a factor and the regen ticked more than the heal procs against single targets. My 5 heal ticks in a 30 second span turned into 2 - 3 procs with the change. Plus, regen works while being nuked from a distance.
