Deflection Mod?

<p>Anyone know how to raise the deflection mod, or if you even can? I have + deflection on my T1 shard gear but that doesn't appear to be doing anything to my deflect. mod, which sits at a 0.00%. I guess the +deflection doesn't affect the def mod?</p>
