Reuse timer cap

<p>Just wondering if anyone knew offhand whether or not the pvp chestpiece will allow you to pass the hardcap for Bolt of ice as it is 22.5 seconds but with all the reuse timer effects seems as this would be a waste of 150 tokens if it couldnt reset the base timer for bolt . instead of taking 15 seconds from Bolt it would only take about 6 or so with all the effects allready running on your spell reuse timers making this a somewhat wasted effect on our chestpiece .</p>

<p>Your reuse cap is always 50% of the original recast of the spell. For example, Bolt of Ice originally has a reuse speed of 45 seconds. It can be shortened to 22.5 seconds with fabled set pants/AA, etc, however it can not go any further than 22.5.
