According to the "blurb", when activated, Spirit Tap should run for 30 secs. According to ACT it is actually effective for usually between 25~27 seconds. Is this classed as a condition that the mobs can cure or is there something else at work here? I'm assuming that the casting time isn't being deducted off its effective use timer?

Spirit Tap is a "debuff". That debuff gets applied to the mob, the specific mob you cast it on. So, if the mob dies before Spirit Tap runs 30 seconds, you "lose" the remaining seconds. If cast on a "weak" member of an encounter, that encounter member could certainly die early and cost you some time.
