Can't start 'A Trail To The Past' HQ

<p>Trying to do this on an alt, but Gabblin won't speak to me. He just shakes his head when I try to hail him.</p><p>I thought maybe I had started it and forgotten about it but none of the quests in the series are in my journal  (either active or completed).</p><p>Any ideas what the problem might be? Would appreciate your suggestions!</p><p>(Character is an 80 SK)</p>

Gabblin won't talk to you if you don't have those.</p><p>If you've done that, & he still won't talk to you, then I don't know.</p>
