<p>It does stack.</p><p>it refreshes 71-75 (give or take) points every tick</p>

<p>Its too weak to make itself worth the points.  The entire wisdom line should be deleted and forgotten.  I used to be addicted to the fearless ability at the end, but its so situational that the points are best spent elsewhere.</p>
