Character Texture Resolution

<p>I have it set to max, yet after being on for a while, even though it still says it's maxed, my character's model graphics are super low, without detail.</p><p>this can happen when I am the only person in a zone (Frostfell instance) or when I am around a ton of people.</p><p>Sometimes when I zone it clears it up for a bit, other times it doesnt.</p>
