Feudal Historian?

<p>I was wandering aimlessing into the Concordium towers of South Qeynos and noted an NPC that I was not familiar with:</p><p>Ashtur Lawton - Feudal Historian.</p><p>No quest feather above his head. His only dialogue to me was: "The dead open the eyes of the living."</p><p>Anyone know what his purpose there might be?</p>
