It's no longer called "Buckler Reversal".

My Guardian was reaching his next AA point just at the point that Shadow Odyssey was coming out a few days ago. I noticed that Reversal now reads: when buckler, tower round, kite ... ANY kind of shield equipped in secondary. And dang, I had just had my craftsman use up a bone to make a bone shield and sanguine imbued it. So instead I make a blackened iron tower and sanguine imbue that.

BUT, the Reversal never seems to proc, ever. I've parsed my logs and there isn't any evidence of it. I reported the bug in game but I haven't heard anything and I haven't seen anything written here in the forums about this skill for the past year.

Is there anyone else out there who has noticed this?

Yes I have posted in two threads about that, and bugged it several times in game. I just tested on my berserker with a MC tower shield, and Gladiator's Strike did trigger, so that is apparently fixed.

I always wonder about the health amount in the last ability in that line, it's so negligible an amount at level 34, I can't ever tell if it's really adding health back. I never see +4 or anything in green numbers above my head, and actually never did before with a buckler before TSO. For instance I just fought a heroic gnoll to see, so I did get health loss down to about 80-85% but even in the log I don't see health being added back (unless there's a setting in combat I don't have turned on). Anyway, Gladiator's Strike is working again, at least on this shield.
