I keep hearing this and I have never seen it happen. Proc rates are much lower than they would seem.

I have seen it proc on direct heals several times. I have had two controled situations where I cast the group reactivefollowed by single on everyone in group and not a single proc.

I have been watching my heal parse, have the chat in a seperate window but never seen it.

I cast reactives a lot more than before the expansion and the changes, I would expect to see a lot more procs than I am.

I don't count this as proof but as good evidence to look further.

I also think the range is now in effect but one person says it isn't. Divine Arbitration is not zone wide anymore so I am guessing Overloaded heal is also not zone wide.

Just wondering what other peoples experience is. Maybe if we can collect some evidence a Dev can step in and comment.

My big consern is that the issue is caused by equipment. Something is effecting it so some will see it proc and others will not. I am guessing the devs have better tools than we do and might be able to clear some of this up.

I watched my heal parse for 6 hours of instance and raiding. I didn't see a single proc of OH or EH from a reactive cast. Not scientific or conclusive but I am becoming pretty sure they don't proc. I saw 5 procs, 4 on the group heal and 1 on a single target heal. I saw hateshield and sprinkler proc from group and single target reactives. I also saw pond wash and manawell proc from reactives and other casts.

Nice, this should help a bit. They should hire you to work in their QA department (or maybe they need to form one first. )
