Character Trasnfer Service

So I guess the Character Trasnfer Service went down yesterday at 9AM PDT for 4 hours but when I clicked Character Trasnfer Service a few mins ago(nearly 24hrs after it went down) I still got "We're undergoing a scheduled maintenance". Is there a reason for this?
