<p>New swash here and have a noob question. Is a quicker delay lower hitting weapon better than slower delay harder hitting weapon for this class? To me it seems like the quicker delay would proc more poisons which should increase dps but not sure atm.</p>

Proc rates are normalized according to weapon delay. That's why proc descriptions read "x times per minute" and not "x % chance". On paper a weapon twice slower will proc twice more often. So Weapon delay is supposed to have no influence on overall proc rate. As a swashy what matters is the max/min damage ratio of your weapon, to benefit more from crits. As a matter of fact ussually the good max/min ratio weapons are also those with a high delay, leading to the assumption longer delay = better dps. This, coupled with high swashy's innate haste, lead most swashies to prefer long delay weapons.

I would also like to note that getting 2 weapons with the same delay will increase your overall dps with you're auto attacks and timing your CA abilities.. It's all about being insync.

I thought that we wanted a quicker weapon in our off hand because it doesn't attack as often as our main hand?
I do it oposite. I have a shorter swinger in primary, with longer swing time in secondary. Each has their own proc, along with the poisons, The way I work it, I can get an aoe hit off many many times, double attacks come in here and their, and with my settup im always criting. Can't just spam everything though, you have to leave those gaps in between the different spells to get the procs.
