Obtaining Death March Master 1?

I did some research on the DM m1 scroll and LootDB says it drops in the Court of Al'afaz, a level 60 X4 raid zone.Is this the only place it drops?  If so, it's pretty much un-obtainable since I don't believe anyone goes there anymore.

It also drops in Poets Palace. (the non raid version of Al'Afaz)
