Weird FPS ?

Currently im running a ..Pent 4 3.5ghz2gig ramXP SP38800gt ( alphadog )And im noticing some stuttery and choppy fps when i play.Now this is happening when i play on low or high so im think there is something not right cause while my system def isnt top of the line it def is far from worst.Shouldnt i be getting smooth performance with this setup? Ive noticed on my Necro when my spellbinder guy cast that spell that looks like a orange lightninging strike the game lags and pauses for a brief second or when i enter cities i get the samething.ANy ideas here ?

Try and set your graphics to extreme performance and then slowly move the  graphics/lighting up.  I am sorry I do not have an exact answer for you on this.

Heh i know its hard to pinpoint something like this.I will try your suggestion maybe i will find the sweet spot.I am using the newest nvidia drivers too.I guess my real question is should i be able to run this game on very high settings with this hardware or am i expecting to much ?
