<p>I think I read somewhere that after each spell there is a recovery time, I think of 0.5 seconds.  Is this true?  </p><p>Im thinking that that would reduce the value of spell haste items.  As example if you had 100% spell haste and an average spell cast of 2 seconds (ignoring cooldown) then without considering recovery time your cast time would be 1 second so you could cast 2x as many spells in the same time so the 100% spell haste equates to +100% dps.  But if there is a 0.5 second recovery then you would really only gain 1 second off of 2.5 seconds.  So really the gain would be only 1/(1.5/2.5) = +66% dps.  The longer the cast time the closer to 100% gain, but it would always be something less.  This make sense?</p>

Yes, this is true. Although, there are also items that decrease recover time, it's just they are different stats.100% spell haste is the cap, which result in half the cast time. Although, that does not count AA's or pants bonus, which also go towards the half cast cap.In theory, you need 1% to each Recover, Cast Time, and Reuse, to see a solid 1% increase in overall DPS.Look at the Agility AA line, or Time Compression, or Jestures Cap, you will see that all three (Reovery, Cast, Reuse) are completely different stats and are modified in different amounts by different items and buffs.
