i enjoy playing brigand and now have a 36 gnome brigand. but i'm now wishing i picked another race because i don't like the way the gnome looks. most likely not, but is there a way to change race? or do i just have to start over?

No, you have to start over. You cannot change race or gender once it has been picked. Only appearance and specific class change with betrayal. (ie: good betrays to bad class, some classes can stay the same or switch to the other neutral such as wizard/warlock).You will need to reroll. May I suggest keeping the Gnome just in case you want to betray him to a Swashbuckler in the future but rolling a new Brigand?

Also keep in mind at lvl 40 you get illusion Wood Elf, and at 50 Illusion Ogre. There are also a ton of illusion items, one of them being the mask from nek castle. Which happens to be content that is just about right for your level. If you like the stats and bonuses of the Gnome, stick with it and just get illusion items/abilities.

don't underestimate the clockwork illusion, either!

The appearance is fixed, in that it matches to your appearance choices for your own race. If you change your base appearance, so will your illusions. (fyi, blond dark elves do not look good).

Also illusions only fool players, and 1 or 2 NPCs that are specifically coded to be fooled. Don't try wandering into Qeynos wearing a wood elf illusion!
