Freeport Kunark writs as a Gorowyn resident

As a Gorowyn resident, I've been able to do city tasks from the 4 factions in Freeport (Academy, Buccaneers, Militia, and Dismal Rage) up to the Tenebrous Tangle tasks.  Now, in Kunark, I see that I can only do writs from Gorowyn and the Freeport writ giver won't speak to me.Is there a reason why Gorowyn residents can not do Kunark writs from Freeport but can do earlier ones?  Or is there a different way to obtain the Freeport tasks as a Gorowyn resident?

From 1-70, Qeynosians can get writs from Kelethin. In Kunark, we can't. Them's the breaks... <img src="/smilies/9d71f0541cff0a302a0309c5079e8dee.gif" border="0" alt="SMILEY" />
