Just got undergrowth. Roots targent encounter as opposed to just target. What defines target encounter?

Target encounter would be all the mobs linked to your current target. You can tell which ones are linked because they'll all get target arrows and/or rings when you target any mob in the encounter.

vs. Willow, which is an AE root - all the targets in a specific area, linked or no.

It's not uncommon for people to talk about "blue" vs. "green" AOEs, from the common background colors of the hotbutton icons. Blue AOEs affect all mobs in a given area, whether or not they're in the targeted encounter or not. Green affect only mobs in the currently targeted encounter. You can see the difference in Willow vs. Undergrowth: Undergrowth has a green background, while Willow has a (hard to see) blue background. Sometimes you have to be careful of blue AOEs, since they'll hit mobs that wouldn't otherwise be aggro and draw them into the fight. That applies even to things like Willow that aren't an attack per se.
