Only increases casting time on HOSTILE spells, so it won't show up as overall casting speed increase. Thus you're getting the effects of spellshifting and the cuffs, but not seeing the effect of the wand, because it will only help nukes.

You'd think someone who has played the wizard class since beta would know how it all worked.  Equip item, right click and examine spell, equip second item, right click and examine, holy crap casting time changed!!

It was just a little mental slip-up, we all make them from time to time. No reason to be making fun of anyone for it.
