Server transfer issue?

My account was re-activated with SOE's free 60 days for all canceled accounts, and I tried to pay to transfer my character from Najena back to Unrest, and got this message:<pre> Game: EverQuest IICharacter: CharonsServer Name: Najena FAILED TO MOVE TO SERVER: Unrest(With Items)REASON: Service Violation (please review) or Generic Fail (may work later)</pre>Did the account re-activation ban me from being able to transfer my character, or is it a general issue with the character transfer server?

Make sure you have no items on the broker, boxes in your shared bank vaults and no mail in the post boxes.

Did so, still got the same error.
