quests are also based on faction. If you don't do the first one, you won't be able to do the others.

The higher your faction, the more the quest you can do

I wouldn't recommend it even if you are capable. If you hit RoK too early you wind up completely out of quests to do before you cap your level.Typically: 70-72 Kylong, 72-74 Fens, 74-77 Kunzar, 77-80 JarsathI've taken four characters through the progression now, all started at 70 in Kylong (soloing). On my Conjuror I went to Fens at 71 and did in fact run out of quests in Jarsath at 79.

Depends if he does all the turn in collection quest, tome quest, and heroic quest. My guardian started in kylong at 67 and is 12% from 80 due the quests that required harvest skill I cant do since my skills are at 20.

Each zone has it's own sets of factions, so you don't need faction in one zone to see quests in another. However, I think for Fens you may need to be a little higher level, like at least 69. As soon as you enter Fens you should see a questgiver standing by the tower, so if that one doesn't show up, then you are probably still too low.
