My new pvp swash is spec'ing for reach.  I noticed two bubbles on the reach tree are level 52 (hurricane) and level 55 (Hail of Metal or something like that).  Toon is level 16 atm...  does this mean the 5 points in either the 52 or 55 skill are basically, "investments," in order to get reach?

Yep.and you're most likely going to want to put the points into Hurricane as Hail isn't as useful, but I don't pvp so...

K, thanx.  Is reach worth it?  In other words, is it worth spending 5 aa's as investments to get reach?  Maybe I should ask it this way, has anyone < 52 spec'd for reach and regretted it?

I have reach and love it, but I did fill out the Rouge tree first.

Reach is absolutely necessary if you're going to compete on any level in pvp.  Tbh it raised my overall dps when I first got it

Hail of Steel is most definitely not a waste. On a raid while jousting I use Hail until the RL says we can head back in.Every 2 secs I do 800 to 2500 damage(observations). Granted between Hurricane and Hail of Steel, focus on maxing out the Hurricane spec first.I dont pvp a swashy, but I duel a ton, and in duels Reach makes me win more. Against the guild bruiser I got him down to 30% health before he could do anything, and then he [Removed for Content] me... but ya know. I got him down to 30% lol. My point is against any kind of melee, reach wins your duels for you. :p I can imagine this translates well to pvp.

I lost to a yellow bruiser and a yellow brig, and *I think* I would have won both fights if I had reach.  So I'm spec'ing for reach asap!If all goes according to plan at level 36 I'll have 4 points in Torporous Strike, Sailwind and Reach.

Volraft<sp> hits for about 5k a hit during joust and i have see it crit for 10k or more (dont feel like digging logs out) Hail of steel  is worthless jsut get a good bow.
