Hey,What is involved in determining the mit percentages (the one you see when hovering the mit stat in persona window)?

The total mit of your armor, plus if it's the right tier or not. Lower tiered armor provides less protection against mobs your level even if the mit's higher. Edit: mit also includes any + vs. slash/crush/pierce as well as racial mit bonuses.
