It shouldn't.  Mail is linked to the name of the character, and faction should not factor in at all.  A Qeynosian can access his mail from the box in Longshadow (as an example), so regardless of where you live (because factions are not what they once were, don'tcha know), you should be able to go to a Norrathian Express box and expect to see your mail.

Speaking of Haven, where the heck is it?  If you just wanted to Scout it out how does one get there or is it impossible unless you go Exile?

It is impossible unless you go exile.  The entrances are a manhole cover in Nektulos across the road from the Ulteran spires, and in TS I'm not sure of the location.  The manholes are only clickable if you are exile.Haven is not that exciting.  It's basically a couple of Splitpaw caverns, separated by an inconveniently long tunnel.  I think Maj'Dul is more convenient for an exile, even with all of its warts.  Plus Maj'Dul has many city services not available in Haven.

Plus (and I could be mistaken), I believe exiles can still walk into Gorowyn without any difficulty.
