Immune to reactives?

<p>So the first big named in COI is immune to two of the reactives we have (magus and tyrannical mind).</p><p>"That spell will not work on this...blah blah"</p><p>Is that normal, and how many mobs are like that?  I find it rather disturbing that my zonewide parse of well under 100 (thanks in part to my best nuke being smaller than a level 27 shadowknight's nuke), is even smaller because reactives don't even work on some mobs....</p>

The times I have hit the "that spell won't work" is when the opponent is deemed lower than level 20 even if it's too-hit is at a higher level (like the Wall in Kunark... the reactives are just in my finger rotation, I didn't honestly think the wall was going to hit me).
