It has to do with your distance loading, lag and cloth simulation (pretty sure cloth simulation has something to do with it). I get this a lot myself if I've been on awhile and have a bit of lag, the "skirt" parts of robes and dresses tends to get held up over the characters ears from far away but the closer I get, the skirt will finally drop.

Are you or are you not on a horse? I've noticed that this is caused by a horse being in the general vicinity (IE: In sight)

No, never been on a horse myself until recently (and only on one character) and never really paid attention if there are horses around me but I'm pretty sure this has happened when there are no mounts around. Doesn't matter where, Kelethin, FP, Neriak (Neriak especially), Gorowyn... With a bit of lag, everyone is showing a LOT of leg.

Hey now! Don't be too hasty! No one is calling out the prudish calvary here. Heck, if I had my way, we'd get to show a LOT more leg, and belly, and back, and shoulders, and collar, and and and.... /sigh Ahh, one can dream anyhow.
