Non-English Localization (Full) in the USA

I am learning Japanese, and I wish to be able to play EQ2 on the Sebilis server with full localization, including NPC speech files.  How do I do this?

should be as simple as changing your language settings in control panel to japanese, depending on how they have it programmed.
